STAFF ATTORNEYS
The Staff Attorneys, who have offices of the second floor of the Cuyahoga County Court House, conduct legal research, prepare legal memoranda, assist the Judges on a wide range of legal subjects, and respond to inquiries by attorneys and litigants on court procedure.

Erin M. O'Toole, Staff Attorney
Ms. O’Toole
joined the court in 2001. She obtained her
B.A. in English, magna cum laude,
from Loyola University of Chicago and her
J.D., cum laude, from
Cleveland-Marshall College of Law.
Ms. O’Toole
served as judicial attorney for Appellate
Judge James J. Sweeney until 2012 and then
for Appellate Judge Sean C. Gallagher until
her appointment as staff attorney in 2013.
Prior to joining the court, Ms. O’Toole
practiced primarily in litigation as an
associate for Wegman, Hessler & Vanderburg,
LPA.

David F. Parchem, Staff Attorney
Mr. Parchem has been with the court since 1990. He received his B.A., summa cum laude, and J.D. from the University of Notre Dame.
Following admission to the Bar in 1980, he was Law Clerk for District Court Judge John M. Manos, associate with the firm of Buckingham, Doolittle & Burroughs, associate with the firm of Ward, Marein and Gillette and in private practice.

Andrew N. Rodak, Staff Attorney
Mr. Rodak joined the court in 1987. He received his B.A. from Cleveland State University, and J.D. from the Cleveland-Marshall College of Law.
Following admission to the Bar, he was a Law Clerk for Common Pleas Court Judges Daniel O. Corrigan and David T. Matia, Law Clerk for Appellate Judge David T. Matia and, in 1994, was assigned his present position.

Christine M. Wallace, En Banc Staff Attorney
Ms. Wallace has
been with the court since 1998. She received
her her B.A. in English, magna cum laude,
with Departmental Honors, and her J.D.,
magna cum laude, from Case Western
Reserve University.
Following her
admission to the Bar in 1985, Ms. Wallace
served as a law clerk for Appellate Judge
Richard M. Markus, after which she was an
associate with the firm of Benesch,
Friedlander, Coplan & Aronoff. She also
served as a law clerk for United States
District Judges Alvin I. Krenzler, Paul R.
Matia, and Lesley Brooks Wells. She returned
to the Eighth District in 1998 as a judicial
attorney for Appellate Judge Kenneth A.
Rocco. She was appointed to her present
position in December 2010. |

CONFERENCE ATTORNEYS
The Conference Attorneys, who have offices on the first floor of the Cuyahoga County Court House, conduct the Appellate Court's Prehearing Conference Program established in 1991. The program is designed to settle civil cases before the parties in pending appeals incur the expense and time required to bring the dispute to oral argument and judicial decision.

Ellen Ashwill,
Senior Conference Attorney
Ms. Ashwill has been with the Court since
1986. In April, 2010 she was appointed
Senior Conference Attorney of the Court’s
appellate conferencing program. She has
received specialized training in negotiation
and mediation through Capital University.
She continues to receive specialized
training through the Supreme Court of Ohio.
She received her B.A. magna cum laude
from Cleveland State University and her J.D.
degree from Cleveland-Marshall College of
Law. Following admission to the Bar, she
was a Law Clerk for Appellate Judge Thomas
J. Parrino, then served as a Staff Attorney
for the Court of Appeals. In 1992, Ms.
Ashwill became the court’s
Conference/Motions Attorney, a position she
held until her recent appointment. |

David A. Shively,
Conference Attorney
Mr. Shively joined the Court in 2001 as a
staff attorney. He was appointed to the
position of Conference Attorney in April
2010. Mr. Shively has received specialized
training in mediation and negotiation
sponsored by the Supreme Court of Ohio.
He received his B.A. from Miami University,
and J.D. from the University of Dayton
School of Law.
Following admission to the Bar in 1990, he
served in the Judge Advocate General's
Corps, was a special assistant U.S. Attorney
for the Eastern District of Virginia, and is
currently serving as a Command Judge
Advocate in the Army Reserve. Mr. Shively
served two tours of duty overseas in both
Afghanistan and Iraq. Prior to coming to
the Court of Appeals, Mr. Shively was an
associate in private practice with the firm
of Palecek, McIlvaine, Paul and Hoffman.,
